The Sea Cargo Manifest and Transshipment Regulations (SCMTR), 2018 have been issued under statutory provisions of the Customs Act, 1962. The regulations seek to bring about transparency, predictability of movement, advance collection of information for expeditious clearance. SCMTR, introduces streamlined procedures under new regulations for authorized carriers, sea agents, custodians, and terminal operators. SCMTR Registration is now done entirely online and conducted through the ICEGATE Portal, requiring prior registration on ICEGATE and obtaining an ICEGATE ID and login credentials. Post this, user can do the filing of SCMTR messages. Key updates include replacing traditional manifests with Arrival Manifests and Departure Manifests, and introducing enhancements like web upload functionality for filing in JSON format, Query-reply module for SCMTR registration, a rotation number generation system, and a CSN (Cargo Summary Notification) enquiry capability. Future enhancements will include Parent Amendment functionality, VCN amendments, and provisions for revocation, cancellation, suspension, or extension of SCMTR registrations by customs authorities, Cargo Arrival (CAR Messages).
